Violent neighborhood? No mail.

I am a little curious what everyone thinks about this(Milwaukee Journal Sentinel):

Milwaukee residents who live in tough neighborhoods are being warned by the U.S. Postal Service their mail service might be interrupted if violent crimes occur in the area or carriers get targeted.

The notices, which an official says are the first of their kind in the country, have been going out for 18 months and are intended to protect mail carriers.

Should the post office be allowed to cut off mail delivery to neighborhoods they deem to be too dangerous or violent?

This is a tough one.

Postal workers should not be forced to walk into a dangerous situation. At the same time, all of the residents living in these neighborhoods should not be punished for crimes they are not committing.

What should be done?
