Clearly, campaign laws mean nothing.
What is up with the charges of only "conspiring to violate campaign laws"? What, Troha didn't actually VIOLATE the campaign laws?

If that's all that results from this, I'd agree this is exceptionally disappointing. However, there are two considerations that Biskupic had:
- The 7th Circuit Court of Appeals sees nothing wrong with political corruption.
- He did get Troha to flip.
